Home Energy Assistance/Emergency Crisis Program
From triple-digit heat in the summer to freezing temperatures in the winter, Fresno County residents are forced to use their air conditioning and heating system in order to maintain a comfortable setting in the home.

This, in turn, leads to costly and sometimes unaffordable heating/cooling bills.

Whether there is 48-hour shut off notice or a costly energy bill, EOC's Home Energy Assistance and Energy Crisis Intervention programs (HEAP/ECIP) can assist eligible Fresno County residents annually with a payment toward their PG&E bill; wood, propane, oil, or gas bill; PG&E 48-hour notice, or PG&E shut off.

Eligibility:

To be eligible for HEAP and ECIP, applicants must:

  • be a Fresno County resident
  • be low-income
  • have a valid social security card
  • provide current income verification (pay stubs of previous 6 weeks)
  • present personal ID such as a driver's license, California ID, and/or valid US identification
  • provide pages 1-3 of current energy bill or 48-hour notice or shut off
  • provide a current receipt of wood, propane, home heating oil, or gas

*Individual/family may only apply and receive program assistance once a year.
