Local nonprofit organizations and government agencies worked together to address the numerous hardships many Valley families experienced due to the freeze.

Upon completion of the recovery phase of the freeze, organizations and agencies that worked together decided to reorganize into a collaborative group to focus on serving rural communities in Fresno County. As a result, the Rural Communities Collaborative of Fresno County (RCCFC) was formed in May of 2000 with the EOC Office of Rural Assistance as the primary coordinator.

RCCFC promotes regional countywide partnerships among rural community leaders and advocates and offers capacity building assistance to outlying communities.
